WASTE HANDLING STRATEGY – 2019
The RM of Lacadena No 228 is looking at how household waste is being handled in the municipality. You are receiving this information so that you can have a say in this process.
BACKGROUND: In 2015, regulations changed regarding the construction and operation of landfills in the province. An environmental site assessment was done and a design was developed for a new development at the current landfill site. Previous operation costs were approximately $80,000 per year split with the Town of Kyle. These numbers are no longer an option due to these changes.
CONSTRUCT AND OPERATE A LANDFILL AT CURRENT SITE:
We tried to estimate the cost of constructing and operating a landfill. On a 5 year average, it is $226,800 per year. Averaged over 30 years it is $132,600 per year.
CONTRACT OUT WASTE HANDLING SERVICES:
- The municipality could keep the current site and turn it into a transfer station. The cost for this option will vary. It will depend on how often the bin is emptied and how much waste is in there (landfill fees). We would have to staff a transfer station as well. Our best estimate for this would be approximately $80,000. This is a single point collection.
- The municipality would put a 3 yard bin in every occupied farm yard for approximately $86,000 per year to be paid for by the municipality – no additional cost to the ratepayer.
HOW IT WOULD WORK: Every occupied farm yard will get a 3 yard bin. Ratepayers with unoccupied yard that request it would receive a 3 yard bin. This bin would be picked up monthly. The company will work with the ratepayer to set up a good accessible place to put the bin. A list will be distributed as to what is accepted in the bin. Options for the material that cannot be put into these bins would vary and would be driven by demand from the ratepayers. It will include retaining the site we have as a depot for metal and clean wood. With this contract, we are working with the company to arrange for hazardous waste collection days, a transfer station or specified clean up days for things that will not go into the 3 yard bins, recycling, used oil pickup and grain bag/twine/net wrap recycling.
Option #2 is the direction we feel will be the most cost effective, provides the highest level of service to ratepayers and also minimize the liability of having an active landfill.
